Instead of taxing profits or wealth (both of which are going to get harder and harder to monitor) it seems the world needs to shift toward consumption based taxes used in countries like Anguilla.
The OECD has tried to claim that the countries with low taxes are the ones with harmful taxes. We feel the opposite is true. The charter of the OECD says that it is to promote policies that result in high economic growth. Low taxes are good for economic growth, so it is strange they are against them. The OECD position has generated much opposition from a number of places. It seems people are starting to understand what is going on.
The US position under George W. Bush seems to be summed up in a statement by U.S. Secretary of the treasury. Part of this statement is, "I was troubled by the notion that any country, or group of countries, should interfere in any other country's decisions about how to structure its own tax system. I felt that it was not in the interest of the United States to stifle tax competition that forces governments - like businesses - to create efficiencies."
The OECD tax cartel has little power to coerce any country without the help of the USA, so there is now much less chance that the OECD will "interfere in any other country's decisions about how to structure its own tax system.". This is a great relief to many low tax countries around the world.
With inflation and high tax rates many EU countries effectively tax savings at more than 100%.
